Your formal notification in writing that your Government receives the suggestion favorably will be regarded on this Government's part as sufficient to give effect to the extension, and I shall be glad to receive your assurance that it will be so regarded by your Government also. TREATY SERIES, No. 620 PROTOCOL BETWEEN THE UNITED STATES AND PANAMA Determination of Amount of Damages Caused by the Riot at Panama City July 4, 1912 SIGNED AT PANAMA, NOVEMBER 27, 1915 WASHINGTON PROTOCOLO El Gobierno de los Estados Unidos de America y el Gobierno de la Republica de Panama, por medio de sus respectivos Plenipotenciarios, Su Excelencia, William Jennings Price, Enviado Extraordinario y Ministro Plenipotenciario en Panama por parte de los Estados Unidos y Su Excelencia, Ernesto T. Lefevre, Secretario de Relaciones Exteriores por parte de la Republica de Panama, habiendo sido debidamente autorizados para ello han convenido en celebrar y firmar el siguiente protocolo: POR CUANTO, el Gobierno de los Estados Unidos de America reclama indemnizaciones por la muerte y heridas de ciudadanos americanos en una rina que ocurrio en Cocoa Grove, de la ciudad de Panama, el 4 de Julio de 1912, y POR CUANTO, el Gobierno de Panama ha convenido en principio, en el pago de dichas indemnizaciones, independientemente de las circunstancias de dicha rina; y POR CUANTO, los dos Gobiernos no han podido llegar a un acuerdo acerca de los importes de dichos indemnizaciones y han resuelto someter a arbitraje la determinacion de las sumas que ha de pagar la Republica de Panama; por tanto se conviene en lo siguiente: ARTICULO I. Las altas partes contratantes convienen en someter a Su Excelencia W. L. F. C. de Rappard, Enviado Extraordinario y Ministro Plenipotenciario, acreditado 17785-15 PROTOCOL The Government of the United States of America and the Government of the Republic of Panama, through their respective Plenipotentiaries, His Excellency, William Jennings Price, Envoy Extraordinary and Minister Plenipotentiary to Panama, on the part of the United States, and His Excellency, Ernesto T. Lefevre, Secretary of Foreign Affairs, on the part of the Republic of Panama, being duly authorized thereto, have agreed upon and concluded the following protocol: WHEREAS, the Government of the United States claims indemnities for the death and injury of American citizens in a riot which occurred in Cocoa Grove, Panama City, July 4, 1912, and WHEREAS, the Government of Panama has agreed, in principle, to the payment of such indemnities irrespective of the circumstances affecting the riot; and WHEREAS, the two Governments have been unable to agree upon the amounts of such indemnities, and have concluded to submit to arbitration the determination of the amounts to be paid by the Republic of Panama, it is, therefore, agreed as follows: ARTICLE I.
