The committee met, pursuant to call, at 10 a. m. in room 312 of the Senate Office Building, Senator Arthur H. Vandenberg (chairman) presiding.

Present: Senators Vandenberg (chairman), Smith, Hickenlooper, Lodge, Connally, George, Thomas of Utah, and Hatch.

Also present: Senator Robertson of Wyoming.

(The committee met to consider a message from the President of the United States transmitting an agreement on petroleum between the Government of the United States of America and the Government of the United Kingdom of Great Britain and Northern Ireland, signed in London, September 24, 1945.)

MESSAGE FROM THE PRESIDENT OF THE UNITED STATES TRANSMITTING AN AGREE-
MENT ON PETROLEUM BETWEEN THE GOVERNMENT OF THE UNITED STATES OF
AMERICA AND THE GOVERNMENT OF THE UNITED KINGDOM OF GREAT BRITAIN AND
NORTHERN IRELAND, SIGNED IN LONDON, SEPTEMBER 24, 1945

NOVEMBER 1, 1945.-Agreement was read the first time and referred to the Committee on
Foreign Relations and, together with the message and the accompanying papers, was
ordered to be printed in confidence for the use of the Senate.
NOVEMBER 2, 1945.-Agreement and accompanying papers made public.

To the Senate of the United States:

THE WHITE HOUSE, November 1, 1945.

With a view to receiving the advice and consent of the Senate to ratification, if it approve thereof, I transmit herewith an agreement on petroleum between the Government of the United States of America and the Government of the United Kingdom of Great Britain and Northern Ireland, signed in London September 24, 1945.

With the agreement I transmit for the information of the Senate the report made to me by the Secretary of State relating thereto, together with a copy of a letter addressed to me by the Secretary of the Interior and Petroleum Administrator for War relating to the agreement, and also a list of territories to which the agreement is intended to apply.
