With a view to receiving the advice and consent of the Senate to ratification, if it approve thereof, I transmit herewith an agreement on petroleum between the Government of the United States of America and the Government of the United Kingdom of Great Britain and Northern Ireland, signed in London September 24, 1945. With the agreement I transmit for the information of the Senate the report made to me by the Secretary of State relating thereto, together with a copy of a letter addressed to me by the Secretary of the Interior and Petroleum Administrator for War relating to the agreement, and also a list of territories to which the agreement is intended to apply.
