Les produits et marchandises qui ne seront pas déclarés pour le payement des droits dans les 90 jours qui suivent leur importation seront vendus aux enchères sur l'ordre du commandant après affichage préalable de 5 jours dans le port. Le produit de cette vente, déduction faite des droits de douane et des frais d'entreposage et de vente, sera tenu à la disposition de l'importateur pendant un délai de dix jours. 15. Toutes les marchandises confisquées seront vendues dans les mêmes conditions, et le produit de la vente, déduction faite des frais, sera remis au fonctionnaire dûment désigné à cet effet. 16. Les marchandises et les navires qui, à l'époque de leur départ, étaient destinés à un port ou à une localité non encore occupés par les forces des Etats-Unis y seront admis. 17. Le fonctionnaire désigné à cet effet devra recevoir tous les droits de douane, émoluments et impôts et devra sans délai en verser le montant entre les mains du fonctionnaire désigné par le général commandant.
