PREFACE TO SECOND ENGLISH EDITION.

As a comparatively short time has elapsed since the first English Edition was published, no great amount of alteration has been necessary in the second. The settlement of the affairs of Eastern Europe being the most important event of recent times, as regards International Law, the Treaty of Berlin, and other important State Papers bearing on that settlement, have been printed in full in the Appendix.
