POR cuanto entre la República de Colombia y el Estado del Perú, se concluyó y firmó un Tratado adicional al de Union, Liga, y Confederacion Perpetua, el dia seis de Julio del Año de gracia mil ochocientos veintidos, por medio de Plenipotenciarios suficientemente autorizados por ambas Partes, cuyo tenor, palabra por palabra es como signe:

THE PRESENT, GREETING: WHEREAS an Additional Treaty of perpetual Union, Coalition, and Confederation, was concluded and signed in the City of the Freemen of Lima, between the Republic of Colombia and the State of Peru, on the 6th of July, 1822, by means of Plenipotentiaries fully authorized on both sides; the tenor of which Treaty is word for word as follows:

The Government of the Republic of Colombia on one part, and the State of Peru on the other, animated with the most sincere desire of terminating the calamities of the present war, into which they have been provoked by the Government of His Most

Y. S. E. el Supremo Delegado del Estado del Perú al I. H. Sr. Coronel D. Bernardo Monteagudo, Consejero y Ministro de Estado y Relaciones Esteriores, Fundador y Miembro del Gran Consejo de la Orden del Sol, y Secretario de él, condecorado con la Medalla del Egército Libertador, Superintendente de la Renta General de Correos, y Presidente de la Sociedad Patriotica:

Los cuales, despues de haber cangeado sus Plenos Poderes, hallados en buena y debida forma, han convenido en los Artículos siguientes:

Catholick Majesty the King of Spain, and resolved to employ all their resources, and Forces by sea and land, effectually to sustain their Liberty and Independence: and desirous that this League be general throughout all the States of America formerly belonging to Spain; in order that they may, thus strongly and firmly united, sustain in common, the cause of Independence, which is the primary object of the present Contest: have named Plenipotentiaries in order to discuss, arrange, and conclude a Treaty of Union, League, and Confederation that is to say - His Excellency the Liberator and President of Colombia, Sr. Joaquin Mosquera, Member of the Senate of that Republic: and His Excellency the Supreme Delegate of the Peruvian State, Colonel D. Bernardo Monteagudo, Counsellor and Minister of State for Foreign Affairs, Founder and Member of the Grand Counsel of the Order of the Sun, and Secretary of the same, decorated with the Medal of the Liberating Army, Superintendent of the Post Office Revenues, and President of the Patriotic Society: and the said Plenipotentiaries having exchanged their respective Full Powers, and found them to be in good and due form, have agreed on the following Articles:

1. Para estrechar mas los vinculos que deben unir en lo venidero ambos Estados, y allanar cualquiera dificultad que pueda presentarse, é interrumpir de algun modo su buena correspondencia y armonía, se formará una Asamblea compuesta de dos Plenipotenciarios por cada parte, en los términos y con las mismas formalidades, que en conformidad de los usos establecidos deben observarse, para el nombramiento de los Ministros de igual clase cerca de los Gobiernos de las Naciones Estranjeras.

2. Ambas Partes se obligan á interponer sus buenos oficios con los Gobiernos de los demas Estados de la América, antes Española, para entrar en este Pacto de Union, Liga y Confederacion Perpetua.

3. Luego que se haya sonseguido este grande é importante objeto, se reunirá una Asamblea Jeneral de los Estados Americanos compuesta de sus Plenipotenciarios, con el encargo de cimentar de un modo el mas solido y establecer las relaciones íntimas que deben existir entre todos y cada uno de ellos, y que les sirva de consejo en los grandes conflictos, de punto de contacto en los peligros comunes, de fiel intérprete de sus Tratades públicos cuando ocurran

1. In order to draw closer the bonds which should in future unite both States, and to remove any difficulties which may arise and in any way interrupt their harmony and good understanding, a Meeting shall be held, composed of two Plenipotentiaries on each side, in like manner, and with the same formalities as are observed according to established usage in the nomination of Ministers of similar rank to the Governments of Foreign Powers.

2. Both Parties themselves to interpose their good offices with the other States of America, formerly belonging to Spain, to induce them to enter into this Treaty of perpetual Union, League, and Confederation.

3. As soon as this grand and important object shall be attained, there shall be assembled a general Meeting of the American States, composed of their respective Plenipotentiaries, instructed to lay the most solid foundation for, and to establish the intimate Relations which ought to subsist between all and each of them; and that may serve them as counsel in great emergencies, as a point of union in cases of common danger, as a faithful interpreter of their public

Siendo el Istmo de Panamá una parte integrante de Colombia, y el mas adecuado para aquella augusta Reunion, esta República se compromete gustosamente á prestar á los Plenipotenciarios que compongan la Asamblea de los Estados Americanos, todos los auxilios que demanda la hospitalidad entre pueblos hermanos, y el carácter sagrado é inviolable de sus Personas.

5. El Estado del Perú contrahe desde ahora igual obligacion, siempre que por los acontecimientos de la guerra, ó por el consentimiento de la mayoria de los Estados Americanos se reuna la espresada Asamblea en el Territorio de su dependencia, en los mismos términos en que se ha comprometido la República de Colombia en el Articulo anterior; asi con respecto al Istmo de Panamá como cualquiera otro punto de su jurisdiccion, que se crea á proposito para este interesantisimo fin, por su posicion central entre los Estados del Norte y del Mediodia de esta América antes Española.

6. Este Pacto de Union, Liga y Confederacion Perpetua no interrumpirá en manera al

4. The Isthmus of Panama being an integral part of the Republic of Colombia, and the best adapted for this august Meeting, this Republic pledges itself cheerfully to furnish all the aid which hospitality demands among friendly Nations, and to observe a sacred and inviolable regard towards the Persons of the Plenipotentiaries who may there form the Assembly of the American States.

5. The State of Peru binds itself to the like obligation, should the events of the War, or the will of the majority of the American States, cause the before-named Meeting to be held in its Territories, in the same manner that the Republic of Colombia has engaged to do by the preceding Article; as well with regard to the Isthmus of Panama, as to any other part of its jurisdiction, which, on account of its central position between the Northern and Southern States of America formerly belonging to Spain, may be deemed convenient for this most important purpose.
