(2) Roumania accedes: "In so far as provisions are not in conflict with the principles of the new Danube Statute drawn up by the International Commission which was appointed in accordance with Article 349 of the Treaty of Versailles, Article 304 of the Treaty of St. Germain, Article 232 of the Treaty of Neuilly and Article 288 of the Treaty of Trianon.

"As regards the Supplementary Protocol, Roumania is unable to accept any restriction of her liberty in administrative matters on the waterways which are not of international concern, that is to say, on purely national rivers, while at the same time accepting the principles of liberty in accordance with the laws of the country."
