XII. On donnera des bons séparés pour les vivres, fourrages, relais, et pour le pâturage des troupeaux. Outre les rations de vivres ou de fourrages, le nombre des chevaux ou des bœufs fournis pour tant de milles, et celui du bétail qui a été en pâturage, les bons indiqueront encore: 1. la feuille de route, avec la date et le nom du Signataire; 2. le nom du Régiment ou Corps; 3. ils seront munis de la signature de l'Officier qui les donne, avec indication de son rang et de son Régiment; 4. le lieu et le jour de la fourniture. Cependant, l'omission de l'une ou de l'autre de ces formalités n'annulle pas la validité des bons, pourvu que la signature s'y trouve, et que l'objet fourni y soit exprimé. Pour faciliter le service, et pour obtenir l'uniformité, on est convenu d'un formulaire qui sera imprimé, afin qu'il puisse en être distribué un nombre suffisant par les 2 Gouvernemens à leurs Autorités Militaires et Civiles. Les Officiers commandant les détachemens ou convois, signent pour ce qui est sous leurs ordres. En conséquence, les Troupes ne pourront marcher sans Officier. Le bon sera délivré aussitôt que l'Autorité Locale aura remis à l'Officier commandant les billets de logement, les ordres pour les magasins ou pour les 'relais; lorsque ceux qui font les logemens reçoivent immédiatement les billets et ordres, l'Officier commandant les pourvoira d'avance des bons requis.

Les dispositions de ces Articles seront également portées à la connoissance de l'Armée Autrichienne qui traversera le Wirtemberg, par le moyen de l'Ordre du jour dont il est question plus haut.

XIII. Les prix des indemnités seront les suivans:

1. Pour la ration d'étape, 14 kreutzers; pour une ration de pain, 5 kreutzers.

2. Pour la ration de foin, 5 kreutzers.

3. Pour celle d'avoine, 84 kreutzers.
4. Pour l'entretien des malades, 36 kr.

par tête.

5. Pour les relais ordinaires, 12 kr. par cheval et par mille.

6. Pour les relais des Officiers, 15 kr.

7. Pour des convois considérables, 4 kr. par quintal et par mille. 8. Pour le pâturage des troupeaux. 4 kr. 2 d. par jour, par tête. Tous ces prix sont en argent de Wirtemberg, ou sur le pied de 24 florins.

Lorsqu'il sera fait des Conventions particulières pour l'établissement d'hôpitaux Autrichiens, on y stipulera le prix du bois à brûler et de la paille qui leur seront fournis.

XIV. La liquidation se fera d'après ces prix, et sur le vu des bordereaux accompagnés des bons et états d'hôpitaux. On dressera pour cela un double rocès-verbal, dont les résultats seront portés, sous le titre d'Extraits du Procès-verbal, sur les bordereaux, avec l'indication de la somme liquidée. Ces bordereaux seront signés par les Com

missaires liquidateurs des 2 Parties. Pour opérer cette liquida. tion, le Gouvernement Autrichien enverra, au plus tard le 1er Mai de cette année, un Commissaire dans une Ville située dans le Royaume de Wirtemberg, ou à la proximité, et dont on conviendra: le Commissaire y séjournera jusqu'à ce que toutes les marches, tant pour aller que pour revenir, aient cessé, et que la liquidation soit achevée. Il sera pourvu d'instructions pour terminer définitivement, et sans réserve d'une ratification. Le Commissaire sera obligé de liquider, sur la production du bordereau, si le mois de la date est expiré. A la fin de chaque mois, on dressera un Procès-verbal général de liquidation, et on y rapportera tous les numéros qui auront été liquidés pendant le mois. Au bas de ce Procès-verbal, la somme totale de ce qui a été liquidé dans le mois sera exprimée en toutes lettres. Si les Commissaires des 2 Parties ne s'accordoient pas sur la liquidité d'un objet, l'illiquide seroit séparé du liquide, celui-ci seroit porté sur le bordereau, et par suite sur le Procès-verbal; et sur le même bordereau, on fera mention des objets non liquidés, en ayant soin de spécifier le chiffre du bon.

XV. Quatre semaines après le premier acte de liquidation, le Gouvernement Autrichien paiera un à-compte d'au-moins 46,000 florins, argent de Wirtemberg; ensuite il paiera à celui de Wirtemberg, de mois en mois, des à-comptes de 23,000 florins, en supposant que les parties liquidées se montent à cette somme: ces paiemens se feront en espèces sonnantes, ou en Lettres de Change à vue sur Augsbourg ou Stuttgard.

XVI. A l'exception des vivres d'étapes, de l'entretien des malades, des fourrages et des relais, les Troupes Autrichiennes paieront en espèces sonnantes tout ce qu'elles recevront, et le Gouvernement Autrichien leur en fournira les moyens avant leur entrée dans le Pays. Ces Troupes ne pourront faire aucune espèce de réquisition.

XVII. Les Troupes Autrichiennes passant par le Pays de Wirtemberg, respecteront les règlemens sur les Douanes et les Postes, et donneront, s'il est nécessaire, aux Douanes et aux Postes, les sauvegardes qu'elles leur demanderont. Au reste, les Troupes Autrichiennes sont exemptes de tout droit d'entrée, de sortie ou de transit; et leurs transports militaires ne seront pas visités, pourvu que l'Officier Commandant assure que les voitures ont été examinées, et ne contiennent que des effets militaires. Mais les voitures louées seront visitées.

XVIII. Les dispositions de cette Convention seront réciproques dans le cas où des Troupes Wirtembergeoises traverseroient les Etats Autrichiens.

XIX. La présente Convention sera ratifiée par les 2 Hautes Cours après avoir été revêtue de cette Ratification, elle sera

A PROCLAMATION.

WHEREAS a Treaty of Peace and Friendship, between His Majesty and the United States of America, hath been concluded at Ghent on the 24th day of December last, and the Ratifications there. of have been duly exchanged in conformity thereunto, we have thought fit, in the name and on the behalf of His Majesty, hereby to command, that the same be published throughout all His Majesty's Dominions; And we do declare to all His Majesty's loving Subjects our will and pleasure, that the said Treaty of Peace and Friendship be observed inviolably as well by sea as land, and in all places whatsoever; strictly charging and commanding all His Majesty's loving Subjects to take notice thereof, and to conform themselves thereunto accordingly.

Given at the Court at Carlton-House, the 17th day of March, 1815, in the 55th year of His Majesty's Reign.

(2.)-Proclamation ordering the cessation of Hostilities.

A PROCLAMATION,

Declaring the Cessation of Arms, as well by sea as land, agreed upon between His Majesty and the United States of America, and enjoining the observance thereof.

WHEREAS a Treaty of Peace and Amity, between His Majesty and The United States of America, was signed at Ghent on the 24th day of December last, by the Plenipotentiaries of His Majesty and the Plenipotentiaries of The United States: And whereas, for the putting an end to the calamities of War, as soon, and as far as may be possible, it hath been agreed between His Majesty and the said United States as follows; that is to say, that immediately after the Ratifications of the said Treaty, friendship should be established between His Majesty and the said United States, by sea and land, in all parts of the World; and, in order to prevent all causes of complaint and dispute, which might arise with respect to prizes that might be taken at sea after the said Ratifications of the said Treaty, it has also been reciprocally agreed, that all Vessels and effects which may be taken after the space of 12 days from the said Ratifications, upon all parts of the Coasts of North America, from the latitude of 23 degrees North to the latitude of 50 degrees North, and as far eastward in the Atlantic Ocean as the 36th degree of West longitude from the meridian of Greenwich, shall be restored on each side; that the time shall be 30 days in all other parts of the Atlantic Ocean North of the Equinoctial Line or Equator, and the same time for the British and Irish Channels, for the Gulf of Mexico, and all parts of the West Indies; 40 days for the North Seas, for the Baltic, and for all parts of the Mediterranean; 60 days for the Atlantic Ocean South of the Equator, as far as the latitude of the Cape of Good Hope; 90 days for every other part of the World South of the Equator; and 120 days for all other parts of the World without exception: And whereas the Ratifications of the said Treaty were exchanged on the 17th day of last month, from which day the several terms above-mentioned of 12 days, 30 days, 40 days, 60 days, 90 days, and 120 days, are to be computed;

Now, in order that the several epochs fixed as aforesaid, between His Majesty and the said United States, should be generally known and observed, we have thought fit, in the name and on the

behalf of His Majesty, and by and with the advice of His Majesty's Privy Council, to notify the same to His Majesty's loving Subjects; and we do hereby, in the name and on the behalf of His Majesty, strictly charge and command all His Majesty's Officers both at sea and land, and all other His Majesty's Subjects whatsoever, that they forbear all acts of hostility, either by sea or land, against the United States of America, or the Citizens thereof, under the penalty of incurring His Majesty's highest displeasure.

Given at the Court at Carlton-House, the 17th day of March, in the 55th year of His Majesty's Reign, and in the year of our Lord, 1815.

(3.)-Order in Council, taking off the Embargo.

HIS ROYAL HIGHNESS THE PRINCE REGENT IN COUNCIL.

It is this day ordered by His Royal Highness the Prince Regent, in the name and on the behalf of His Majesty, and by and with the advice of His Majesty's Privy Council, that the Embargo laid, by Order in Council of the 31st of July, 1812, upon all British Ships and Vessels belonging to any of His Majesty's Subjects, or Vessels belonging to the Citizens of The United States, clearing out from the Ports of the United Kingdom for any of the Territories of the United States of America, be taken off; and the Right Honourable the Lords Commissioners of His Majesty's Treasury, the Lords Commissioners of the Admiralty, and the Lord Warden of the Cinque Ports, are to give the necessary directions herein as to them may resspectively appertain.
