IN CHARGE OF WAR DEPARTMENT APPROPRIATION BILL FOR 1923 SIXTY-SEVENTH CONGRESS SECOND SESSION PART 2 TESTIMONY ON TITLE II OF THE BILL COMPRISING HEARINGS CONDUCTED BY THE SUBCOMMITTEE (MESSRS. DANIEL R. ANTHONY, JR. (CHAIRMAN), WILLIAM H. STAFFORD, C. BASCOM SLEMP, THOMAS U. SISSON, AND THOMAS W. HARRISON, OF THE COMMITTEE ON APPROPRIATIONS, HOUSE OF REPRESENTATIVES, IN CHARGE OF THE WAR DEPARTMENT APPROPRIATION BILL FOR THE FISCAL YEAR 1923, ON THE DAYS FOLLOWING, NAMELY: SATURDAY, JANUARY 14, 1922. NATIONAL MILITARY PARKS. STATEMENT OF LIEUT. COL. JOHN S. FAIR, GENERAL STAFF. CHICKAMAUGA AND CHATTANOOGA NATIONAL PARK. Mr. ANTHONY. For Chickamauga and Chattanooga National Park you are asking for $40,000 for the next fiscal year. You had $45,000 for the current year? Col. FAIR. Yes. Mr. ANTHONY. Will you expend all of that $45,000? Col. FAIR. Yes. Mr. ANTHONY. What are the items of expenditure? Mr. ANTHONY. Just the main ones. Col. FAIR. The main ones are: For one commissioner, $3,600; one superintendent, $3,000; and then wages paid to employees we are hiring, from time to time, for repairing the roads and keeping the grass trimmed, and the trees, and for clearing underbrush, and keeping the park lands clean. Mr. ANTHONY. Is the commissioner a resident commissioner? Col. FAIR. The commissioner at Chickamauga lives at Augusta, Ga. Mr. ANTHONY. How are the parks administered now-by a commission? Col. FAIR. The organic act establishing these parks provides that each park shall be in charge of three commissioners, to be appointed by the Secretary of War. Mr. STAFFORD. For what length of term? Col. FAIR. They are appointed without any limitation as to the time they shall serve; but by an act of Congress, approved August 24, 1912, vacancies occurring in the membership of the several commissions are not to be filled, and of the 12 commissioners originally appointed for the four parks there are only four who survive. 3 |
