It shall be lawful for the Governor, during the absence from his office of the Commissioner through illness, leave, or absence on duty, to appoint some fit and proper person to act for and on behalf of such Commissioner, and the person so acting shall have and exercise all the powers, duties, and privileges conferred by this Proclamation on the Commissioner. 63.
