Teachers of (a). c. Relatives of (b). d. Teachers of Schools in receipt of Grants from the Board of Education. B.-INSTRUCTIONS RESPECTING THE APPOINTMENT OF MANAGERS UNDER SECTION II. (See Page 66.) When a body (as defined in Section II.) desires recognition, a general meeting of the proposed Managers should be held, at which the Application Form No. 2 comprised in Form 634 should be signed. The body of Managers must consist of a Chairman, a Secretary, and at least three other Members. The offices of Chairman and Secretary cannot be held by the same person. The following are not eligible to be Managers, except by special permission of the Board: a. Candidates for Science or Art Examinations. b. Teachers of (a). c. Relatives of (b) d. Teachers of Schools in receipt of Grants from the Board of Education. All the Managers must be persons of independent position, and it is very desirable that as many persons as possible in recognised positions o public responsibility in the district should be Managers. It is absolutely necessary that at least two such responsible persons should agree to act, one of whom should, as a rule, act as Chairman. Ladies may act as Managers. GENERAL DIRECTIONS. Managers may, with the sanction of the Board, supervise classes meeting in different places, but the Board does not recognise more than one body for the supervision of instruction given in any one building. A School or Class which is working for Grants must be at all times open to the visit and the inspection of the officers of the Board, who will report upon the manner in which the regulations are carried out. A meeting of the Managers must be held to receive the Inspector, if he should so require in giving notice of his visit; at such meeting as many of the members as possible are expected to attend. No Manager may take any part in an examination at which a near relative of his is a candidate. No one can be a Manager, or assist in the conduct of an examination, who has not been previously approved by the Board. Care must be taken that the Managers are properly acquainted with their duties. The details of these duties are fully stated in the Directory, which may be ordered by post from Messrs. Eyre and Spottiswoode, East Harding Street, Fetter Lane, London, E.C. SUMMARY OF DUTIES. The Board requires that the Managers shall a. Provide and maintain a room or rooms approved by the Board as suitable for the class instruction with firing and lighting, together with such apparatus and examples as are required to illustrate the instruction. Be responsible for the safe custody, on the school premises, of all apparatus and examples towards the purchase of which the Board has granted aid, or which it has lent. Engage, employ and pay the teacher or teachers, and, as a rule, make such payment by a fixed minimum salary. b. Frequently visit the school during the attendance of the Science and Art Classes; sign the attendance register, and enter in it the number of students present; and take care that the registers recording the attendances of the students are kept from day to day in accordance with the regulations in Form 1069. c. Provide a room or rooms of sufficient size to carry out, and, if necessary, superintend the annual examinations according to the detailed regulations prescribed in the Directory. d. When required, transmit, for examination, works executed in the school or class during the previous year, and make an annual report of its proceedings. e. Certify the forms of claim in accordance with the requirements of the Directory. f. Undertake that the School, with all its apparatus and examples, shall be at all times open to the visit and inspection of the Officers of the Board. GENERAL DUTIES. To visit the School frequently, see that the regulations of the Board are observed, and that the entries in the registers are accurate. (See Form 1069.) The visiting Manager should record, in the Attendance Register, the number of students present in the class under instruction. (See Form 1069.) To report all changes in the days and hours of meeting of the Classes to the Inspector; and in the subjects of instruction, the Teaching Staff, the constitution of the Committee of Managers, or the address of the Secretary &c., direct to the Board. When, owing to an omission to report changes in the time-table as returned on Form 120 and Form 120 (Insp.) an Inspector fails to see a Class under instruction, the cost or a part of the cost of his visit will be deducted from the next grant paid to the Managers.
