petition must be presented as soon after the decision is made as practicable. No petition will be received on the last day of the term, other than in cases then decided. A rehearing will be refused where no new argument is made, and no new authority adduced, and no material fact is pointed out as overlooked. Holmes v. Eason, 8 Lea, 763; Hume v. Bank, 10 Lea, 7, 43 Am. Rep. 290; L. & N. R. R. Co. v. U. S. Fidelity & Guaranty Co., 125 Tenn. 658, 691-693, 148 S. W. 671. 33. Decrees.-Counsel may present decrees on any morning before the call of the docket is begun but decrees about which counsel do not differ may be entered without being presented to the court. They will be prepared by counsel of the successful party, and submitted to the counsel on the other side. In the event of disagreement about the same, the party disagreeing shall note objections in writing, and these, with decree or judgment prepared, and such briefs as counsel on the other side may desire to prevent therewith, will be handed in to the court, when the decree or judgment will be examined and corrected, if necessary, or further instructions given counsel. If found correct, it will be given to the clerk with order to enter it. All decrees of this court will be executed by its own clerks unless otherwise ordered by the court. 34. Taxation of Costs.-The clerk of this court shall retax all bills of cost sent up from the inferior courts and correct the same, so that no illegal item of cost may be embraced in any bill of cost sent out from this court. It shall also be his duty to disallow the costs of the clerks of inferior courts forfeited for failure to comply with the rules of this court in making out and filing transcripts. 35. Postage.-Postage expended by the clerks of this court in transmitting process and other official papers to the officers of inferior courts, and that expended by the officers of such courts shall be taxed as costs in the case in which the same is expended. ADMISSION OF ATTORNEYS. 36. Admission to the bar of this court will be allowed upon motion, the applicant appearing in open court and representing through a reputable member of the bar, that he is a citizen of this state, a man of good moral character, has been duly licensed to practice law under the statutes of this state, and that he intends to reside here permanently and practice his profession. Citizens of this and other states who do not intend to practice their profession regularly in the courts of this state will not be admitted. No attorney can appear in any case until he has been duly admitted; provided, nonresident attorneys desiring to argue a case in which they have been employed, will, by comity, be allowed to do so, when presented by a member of the bar of this court. These rules will take the place and supersede all rules of this court heretofore made tive and be enforced from and after January and published, and they will all become effec 1, 1913.
