Also present: Hon. George Wharton Pepper, a Senator from the State of Pennsylvania; Hon. Robert B. Howell, a Senator from the State of Nebraska; and Hon. William Cabell Bruce, a Senator from the State of Maryland. Senator GOFF (presiding). The committee will come to order. The subcommittee is appointed to consider S. 62, a bill for the allowance of certain claims for indemnity for spoliations by the French prior to July 31, 1801, as reported by the Court of Claims. Senator Howell had asked the gentlemen who are present representing the insurance company to be present and make certain statements. The Senator is just coming in. Senator Howell, as you know, I suppose, these gentlemen are here in response to your request. Senator HOWELL. Yes, sir. Senator GOFF. And I presume that the proper order of procedure would be for you to propound such questions to these gentlemen as you may desire. Senator HOWELL. I would suggest that the receiver for the Baltimore Insurance Co. be called. Is he here? Mr. BONSAL. He has just been called from the room to answer a long-distance telephone call. He will be in very shortly. Senator HOWELL. Are there any of the receivers of the insurance companies present? Mr. CURTIS. I do not know about receivers, Senator. There are several here who represent other insurance companies. Mr. Stokes is here representing the North American Insurance Co. Senator HoWELL. I do not think I asked for the North American. It was the Insurance Co. of Pennsylvania, Mr. Scattergood-if Mr. Scattergood would take the stand." STATEMENT OF J. HENRY SCATTERGOOD, VICE PRESIDENT OF THE INSURANCE CO.
